I want to raise a colony but I was wondering if a queen will lay eggs in a dirtless container.

as long as its dark, clean and has plenty of water you may have to add some air holes as well.

I'd say a container, with air holes will be ok, Just give the queen water and a dark place to be kept in. This should be fine

You could add a small layer of dirt/sand. That way she should settle in better.

Just keep her in a test tube, or try to mimic the test tube setup as best you can. Hardly any species needs soil during the founding stages.
